Corona measures: What changes and when in the countries

After the federal-state resolutions, several state governments have announced that they will sharpen their rules – some of the new restrictions will come into force at Christmas. An overview of the plans of the federal states.


In Baden-Württemberg, the stricter rules that have been adopted for private meetings are to come into force immediately after the Christmas holidays. In the future, meetings will only be allowed with a maximum of ten people over the age of 14, said Prime Minister Winfried Kretschmann. Since the Omikron variant can also be spread by vaccinated and convalescent people, this regulation is necessary. “It will take effect immediately after the Christmas holidays, not December 28th.” Nevertheless, the decided measures are not sufficient, he emphasized.


Bavaria’s Prime Minister Markus Söder (CSU) had declared after the federal-state meeting that almost all the measures that had been decided were already in effect in Bavaria. Meetings in which only an unvaccinated or not recovered person is involved are already limited to one’s own household and a maximum of two people from someone else. If only vaccinated and convalescent people meet privately, up to 50 people are currently allowed indoors and up to 200 outdoors. According to the federal-state resolutions, this should be limited to ten people by December 28th at the latest.


In Berlin, the new Senate wants to meet on Thursday to discuss changes to the Infection Protection Ordinance. The Berlin House of Representatives had already decided on an epidemic situation as the legal basis for further corona measures on Tuesday. Private meetings are currently limited to a household with up to two people from another household, not counting those who have been vaccinated or recovered. If only vaccinated and convalescent people take part in private events and get-togethers, up to 50 people are possible indoors and up to 200 outdoors. In Berlin, clubs and discos are currently still open, but indoor dancing is already prohibited.


In Brandenburg, stricter corona rules will apply to those who have been vaccinated and recovered from next Monday. Then private meetings are only allowed for you inside and outside with up to ten people. The new restriction will initially apply until January 19th. If people without a corona vaccination are there, nothing changes: Only up to two people from another household are allowed to join private meetings in their own household. Large events are no longer allowed if more than 1000 people gather. Brandenburg had already decided on other tightening measures, but they will remain in force.


In the state of Bremen, the new contact restrictions for vaccinated and convalescent people – only up to ten people are allowed to meet – are to apply from December 28th. The Senate decided. Mayor Andreas Bovenschulte (SPD) refused to bring the rule forward to Christmas: people could not be expected to overturn their plans for the holidays at such short notice. Groups with unvaccinated persons are still limited to one household plus two other people. Clubs and discos will close on Christmas Eve and dance events will be banned. Large events with up to 5000 people inside and up to 15,000 people in the open air are allowed, but national events with more than 1000 participants should take place without an audience. As an example, a spokesman for the health authority named home games in Werder Bremen. In public transport, passengers must wear an FFP2 mask from January 1st.


In Hamburg, too, there will in future only be major events without spectators. Mayor Peter Tschentscher (SPD) said the Senate will implement the relevant resolution of the Prime Minister’s Conference. When exactly the regulation will take effect will still be voted on. The Hanseatic city had already tightened the corona rules significantly – this already applies to Christmas. According to this, from Christmas Eve contact restrictions should also apply for vaccinated and convalescent people, a curfew for the catering trade, a ban on dancing and strict rules for New Year’s Eve. From December 24th, only a maximum of ten vaccinated or convalescent people will be allowed to meet privately. The ban on dancing is effectively tantamount to closing clubs and discos.


According to Prime Minister Volker Bouffier (CDU), Hesse is also adopting the contact restrictions in public spaces for ten vaccinated or recovered people. An urgent recommendation applies in the private sector. “We have been doing this since the beginning of the Corona crisis and have done well with it,” said Bouffier. The apartment is a protected framework. The regulation applies from December 28th. In addition, it was decided that with a size of 250 or more participants, an event inside and outside is considered a major event and must take place without spectators. The clubs will also have to close on December 28th, and dance events are prohibited.

Mecklenburg-Western Pomerania

Mecklenburg-Western Pomerania tightened the contact restrictions on December 24th. This is being done because many people in the country are still not vaccinated, the number of infections is high and the hospitals are heavily burdened, says Prime Minister Manuela Schwesig (SPD). At a special meeting, the cabinet changed the country’s corona regulation accordingly. Schwesig had previously stated that tourism and restaurants were not affected. Nothing will change for schools and daycare centers either. It is expected that museums, theaters, cinemas, socio-cultural centers, amusement arcades, the interiors of zoos and other leisure facilities across the country will have to close. This is already the case in five of the eight counties and cities in the country.

Lower Saxony

The tightened contact restrictions are not expected to apply in Lower Saxony on the two Christmas holidays. Government spokeswoman Anke Pörksen said this, taking into account a draft of a revised Corona regulation. Prime Minister Stephan Weil (SPD) had already emphasized on Tuesday evening that the stricter rules should not apply on Christmas Eve. He initially left it open whether this will be the case on the two Christmas holidays. According to Pörksen, the so-called Christmas rest will probably be extended until January 15. However, this is also only a draft. Clubs and discos must therefore close from Christmas Eve until at least January 2nd, events with more than 500 people are then also not allowed.

North Rhine-Westphalia

In NRW clubs and discos have been closed for a long time, and the contact restriction to one household plus two people for unvaccinated people is already in place. The contact restrictions for everyone on the basis of the federal-state resolutions should apply from December 28th at the latest, the agreements still have to be implemented in state law. Private meetings should then only be allowed with a maximum of ten people. So far, in counties and urban districts with a seven-day incidence of over 350, up to 50 vaccinated or convalescent people can meet indoors, and up to 200 outdoors.


A new corona regulation will come into force in Rhineland-Palatinate this Thursday. The exclusion of spectators at major events will then take effect immediately, said Health Minister Clemens Hoch (SPD). Clubs and discos will also be closed from Thursday. The contact restriction to a maximum of ten people, including those who have been vaccinated and recovered with the exception of children, should not apply until December 28th. Parishes can organize their services under 3G regulations, said Hoch. But they are free to choose 2G or 2G plus.


In Saarland, the contact restrictions will also apply to those who have recovered and who have been vaccinated from next Tuesday. The state chancellery announced that the corresponding state ordinance will be adjusted. Most recently, there were no longer any contact restrictions in the Saarland for vaccinated or convalescent people. Saxony’s Prime Minister Michael Kretschmer (CDU) has already made it clear that he considers the latest federal-state resolutions to be inadequate. The cabinet wants to advise today and adjust the current Corona Protection Ordinance. According to Kretschmer, this affects the regulation that will apply from December 28th to limit contact to 10 people at private gatherings in which only vaccinated and recovered people take part. According to the current legal situation, 20 people are allowed in Saxony.


After the latest federal-state talks, Saxony-Anhalt initially sees no need to adjust the Corona state ordinance that will apply from Thursday again. “We have just exhausted everything now,” said Health Minister Petra Grimm-Benne (SPD). The state government had only decided on Monday new measures such as the closure of discos and clubs, the new state regulation should apply from Thursday. For those who have not been vaccinated, people from one household are only allowed to meet with up to two other people from another household. It is also recommended that vaccinated and convalescent people meet no more than ten people. It should stay that way for the time being, said Grimm-Benne and Prime Minister Reiner Haseloff (CDU). However, the state government had to “readjust all options,” said Haseloff.


The people in Schleswig-Holstein have to adjust to stricter rules from December 28th. From then on, the agreed contact restrictions also apply. “I ask for your understanding that we have to make these decisions like this,” said Prime Minister Daniel Günther (CDU). “I also expressly hope that we will talk about very temporary restrictions that do not have to last as long as possible.”


In Thuringia, the stricter contact restrictions are to come into force on December 28th. Those who have been vaccinated and those who have recovered may then only meet with a maximum of ten people. Health Minister Werner justified this step with the more contagious Omikron variant. Stricter contact restrictions for vaccinated and unvaccinated people had already come into force in the regulation that has been in force since Monday. Since then, only two people from another household have been allowed to join as soon as an unvaccinated person attends a meeting.
