BERLIN (dpa-AFX) – In the middle of the fourth corona wave, the Federal Council has passed new corona rules – from the point of view of experts, stricter measures must now be implemented quickly. Citizens must quickly reduce their contacts again, urged the President of the Robert Koch Institute, Lothar Wieler, and the Managing Minister of Health Jens Spahn (CDU) on Friday. Just more vaccinations and access rules only for vaccinated and convalescents were not enough, said Wieler. “All of Germany is one big outbreak. This is a national emergency. We have to pull the emergency brake now,” he warned.

In the Federal Council, the states voted unanimously in the morning after a long struggle for the controversial Infection Protection Act presented by the SPD, Greens and FDP. This means that 3G (access for vaccinated, convalescent and tested people) can be prescribed at the workplace, on buses and trains – but for the time being no more exit restrictions and nationwide school closings.

Prime ministers of Union-led countries renewed their criticism that the “toolkit” restricted the countries’ possibilities too much. But you agree to prevent Germany from ending up with no legal basis for corona requirements, said Saxony-Anhalt’s Prime Minister Reiner Haseloff and North Rhine-Westphalia’s Prime Minister Hendrik Wüst (both CDU). This was made possible by a compromise between the federal and state governments: the law is to be evaluated in just three weeks and, if necessary, improved.

The speed with the vaccinations is increasing significantly, said Spahn. In the past and this week, four million cans were delivered. For the coming week, six million doses have been ordered from practices and other vaccination centers. After a decrease to around 20,000 practices in the summer, 45,000 practices are now again participating in vaccinations. In the peak phase it was up to 75,000. Nonetheless, Spahn warned: “With vaccinations alone, with boosters, we will no longer be able to break the wave that we need in the short term.” Germany is “in a national emergency”.

The federal and state governments have therefore agreed restrictions, especially for those who have not been vaccinated. You should no longer have access to leisure events, restaurants and hotels if a certain number of corona patients are hospitalized in the state. Most countries are already breaking this threshold.

In the future, 2G will apply here, i.e. participation only for those who have been vaccinated and those who have recovered. Some countries have already ordered the 2G rules regardless of hospital occupancy. However, Wieler said that even 2G rules were no longer enough to break the wave. In addition, “massive contact reduction is needed to slow the spread of the virus”.

The federal states also asked the federal government to introduce compulsory vaccinations in certain facilities such as hospitals and nursing homes for everyone who has contact with people who are particularly at risk. The federal government wants to decide on this shortly, announced the executive chancellor Angela Merkel (CDU). The controls of vaccination and test records are also to be tightened. /Tam/sam/DP/ngu
